He later bumps into Alien Empera, who goes off saying "I sense the darkness in your heart", "You desire to rule the galaxy", yadda yadda. Belial later tells Ken that he's off to learn what's "most important to him", before disappearing. Kinda interesting to note that at this point, Belial isn't set on this conclusion as Ken is set on his own ideology. We would be able to protect anything, anyone, if we did that."

For some extra info on Belial's character - there's a stage show where Zero and Mebius travel back to early Ken and Belial time. Would second this - Belial's descent is quite sad.
